If you are an unlicensed seller and thus violating their copyright then yes. If you are trying to pass them off to the consumer as the real thing then yes, that would be fraud.
If you are using a copyrighted design, that’s copyright infringement. If you put the designer’s logo on the bag, that’s fraud and copyright infringement.
